General Information

Dr. Lacy is an associate professor and coordinator of the Industrial Safety Program. He also serves as the assistant chair of UCO’s Department of Adult Education and Safety Sciences. He joined UCO in 1999 and teaches classes that include Safety Education, Introduction to Occupational Safety and Health Administration (OSHA), Oil/Gas Safety, Professional Safety Development, Focus Topics in Construction, Practicum/Internship, Construction Safety and Mandatory OSHA Training. In addition to his teaching duties, Dr. Lacy serves as the chair of the Board of Directors for the Oklahoma Safety Council and as a founding member of Mid-Continent Association of Safety Educators

Professional Interests

Dr. Lacy’s professional interests include environmental dispute resolution, NIMBY opposition to facility siting that focuses on opposition to hazardous waste facilities, environmental justice, construction safety, milestone environmental events, best practices in health, safety and environment (HSE) Internships, and employer hiring criteria for HSE professionals.

Current Research

Dr. Lacy is currently working on identifying those criteria most important to employers when hiring HSE professionals, best practices in HSE internships and young worker safety conditions in Oklahoma.


Dr. Lacy is a devoted father with two children attending Oklahoma State University and two children attending Stillwater Public Schools. Each fall and winter, he can be found pheasant hunting in the panhandle of Oklahoma. In the spring, he switches to trout fishing in the high country of New Mexico.
